Florida man accused of raping pizza delivery woman has over 70 arrests: ‘Should’ve been in prison'

Osvaldo Figueroa, 55, was arrested Tuesday in connection to the rape of an 18-year-old pizza delivery woman, and has more than 70 arrests and multiple convictions, Osceola County Sheriff Marco Lopez said.
